I have private and trustworthy statements to the effect that the non-rendition by this Government last year of eleven Chinese charged with homicide in China resulted in the degradation of 5 Chinese Mandarins and the expenditure of 8000 taels. A further source of annoyance was caused by the presiding Magistrate not attacking the Jau Tai of Chinese Kauling who was in Court to a seat on the Bench, but left him to seat at the table in the body of the Court.
